Home Start Addresses Conditions Such As Poverty, Family Violence, Juvenile Delinquency, Mental Illness, Substance Abuse, Unsafe Neighborhoods, Lack Of Affordable Housing And Unemployment, I.E. The Situations That Place Children At Risk Within Unstable Environments.
